But if the aid inflates those countries’ war aims, it could discourage the kind of tough-minded negotiation that is the only way to end their wars. The new infusion of aid gives the US a lot of leverage with Ukraine and Israel. However, the recent aid package includes long-range missiles, or ATACMS, which suggests Ukraine is readying an offensive against Crimea. In Israel, putting conditions on military aid is a better idea.

An Australian government official said this requirement covered any defence, police, port, telecommunications, energy or cyber security arrangements by Tuvalu. Although Australia has defence agreements with other Pacific Islands nations, in a region where China recently struck a security pact with Solomon Islands and is seeking to expand its policing ties and infrastructure projects, the Tuvalu treaty goes much further in positioning Australia as its primary security partner. US officials released a video of a Chinese fighter jet intercepting a US aircraft over the South China Sea. A former American aviator told Insider the incident highlights how Chinese pilots are "willing to challenge" the US in the area. "What we're witnessing is an increasingly competent and better trained Chinese flying cadre" that is "willing to challenge the US and allied flights occurring near the PRC air defense identification zone," retired Cmdr. The US says it documented more than 180 coercive or risky intercepts by Chinese aircraft since fall 2021. Two US Air Force F-16 Fighting Falcon aircraft sit parked on the flight line at MacDill Air Force Base in 2021.

SACRAMENTO, Calif. (AP) — Federal officials said Wednesday that conditions have improved on the Colorado River to the point that a plan by California, Arizona and Nevada to voluntarily reduce water use should help keep the river basin on stable footing for the next few years. The states failed to reach a consensus on cuts, and the federal government did not end up forcing any. The threat of those two options finally forced the three states to reach their own voluntary plan for how to reduce their use of the river's water. Already, the three states have lowered their water use, said Tom Buschatzke, director of the Arizona Department of Water Resources and the state’s representative on Colorado River issues. Now, the states can turn their attention to a new long-term agreement for how to share the river’s water beyond 2026.

LAHAINA, Hawaii (AP) — For people around the world, the green leaves that sprouted from a scorched, 150-year-old banyan tree in the heart of devastated Lahaina symbolized hope following Maui’s deadly wildfire this summer. Before colonialism, commercial agriculture and tourism, thousands of breadfruit trees dotted Lahaina; the fire charred all but two of the dozen or so that remained. By contrast, researchers believe breadfruit and kukui nut — now the state tree of Hawaii — were among the many edible plants Polynesian voyagers brought around 1,000 years ago. Efforts to revive the banyan and other important surviving trees have included trucking in water, applying compost extract and testing soil. But replanting breadfruit in urban areas comes with challenges, said Steve Nimz, an arborist on Oahu who has been helping restore Lahaina’s trees.
