But if the aid inflates those countries’ war aims, it could discourage the kind of tough-minded negotiation that is the only way to end their wars. The new infusion of aid gives the US a lot of leverage with Ukraine and Israel. However, the recent aid package includes long-range missiles, or ATACMS, which suggests Ukraine is readying an offensive against Crimea. In Israel, putting conditions on military aid is a better idea.

KUALA LUMPUR (Reuters) - Malaysia's Sultan Ibrahim from the southern state of Johor was sworn in as the country's new king on Wednesday, taking the oath of office in a ceremony at the national palace in Kuala Lumpur. The monarchy plays a mostly ceremonial role in Malaysia, but its influence has grown in recent years, prompting the king to wield rarely-used discretionary powers to quell political instability. Sultan Ibrahim, 65, succeeds Al-Sultan Abdullah Sultan Ahmad Shah, who is returning to lead his home state of Pahang after completing his five-year tenure as king. While the monarchy is largely seen as above politics, Sultan Ibrahim has been noted for his forthrightness and outsized personality, often weighing in on the country's political issues. The US Air Force is developing more dispersed bases to counter the threat posed by China's missiles. US engineers quickly began building what became the biggest and busiest air base of the war. The idea is simple: install solar panels over canals in sunny, water-scarce regions where they reduce evaporation and make renewable electricity. Neither the Gila River Indian Community nor the Turlock Irrigation District are the first to implement this technology globally. Tribes hold the most senior water rights on the Colorado River, though many are still settling those rights in court.

SACRAMENTO, Calif. (AP) — Federal officials said Wednesday that conditions have improved on the Colorado River to the point that a plan by California, Arizona and Nevada to voluntarily reduce water use should help keep the river basin on stable footing for the next few years. The states failed to reach a consensus on cuts, and the federal government did not end up forcing any. The threat of those two options finally forced the three states to reach their own voluntary plan for how to reduce their use of the river's water. Already, the three states have lowered their water use, said Tom Buschatzke, director of the Arizona Department of Water Resources and the state’s representative on Colorado River issues. Now, the states can turn their attention to a new long-term agreement for how to share the river’s water beyond 2026.

LAHAINA, Hawaii (AP) — For people around the world, the green leaves that sprouted from a scorched, 150-year-old banyan tree in the heart of devastated Lahaina symbolized hope following Maui’s deadly wildfire this summer. Before colonialism, commercial agriculture and tourism, thousands of breadfruit trees dotted Lahaina; the fire charred all but two of the dozen or so that remained. By contrast, researchers believe breadfruit and kukui nut — now the state tree of Hawaii — were among the many edible plants Polynesian voyagers brought around 1,000 years ago. Efforts to revive the banyan and other important surviving trees have included trucking in water, applying compost extract and testing soil. But replanting breadfruit in urban areas comes with challenges, said Steve Nimz, an arborist on Oahu who has been helping restore Lahaina’s trees.
